Khăn giấy, giấy vệ sinh là những sản phẩm tiêu dùng rất quen thuộc với người tiêu dùng và có tác động trực tiếp tới sức khỏe khi sử dụng. Nếu các sản phẩm không đảm bảo an toàn, chất lượng sẽ gây ảnh hưởng nguy hại tới sức khỏe, môi trường và cạnh tranh của các doanh nghiệp.
Sản phẩm khăn giấy và giấy vệ sinh kém chất lượng có thể gây ra dị ứng, viêm da hoặc nguy hiểm hơn là ngộ độc cùng nhiều hậu quản nghiêm trọng khác. Do đó, cơ quan chức năng đã ban hành quy chuẩn kỹ thuật quốc gia (QCVN) để kiểm soát chất lượng mặt hàng này.
Với quy định bắt buộc, tất cả các sản phẩm chưa có hoặc không có dấu hợp quy (dấu CR) trên bao bì sản phẩm là hàng hóa chưa đạt chất lượng theo quy chuẩn và không được lưu thông trên thị trường.
Cụ thể, QCVN 09:2015/BCT quy định mức giới hạn của các chỉ tiêu cơ lý, hóa học, vi sinh, phương pháp thử, các yêu cầu về ghi nhãn và các yêu cầu về quản lý chất lượng đối với sản phẩm khăn giấy, giấy vệ sinh, giấy tissue và giấy tissue dạng cuộn lớn được tiêu thụ trên thị trường Việt Nam.
Các quy định như vậy góp phần tránh việc nhập nhèm giấy tiêu dùng chất lượng và kém chất lượng, làm gia tăng cơ hội cạnh tranh trên thị trường, đáp ứng các yêu cầu của pháp luật. Đây cũng được coi là lời cam kết của doanh nghiệp trong việc bảo vệ sức khỏe người tiêu dùng; Được xem như chìa khóa nâng cao uy tín
và tạo dựng lòng tin từ phía khách hàng; Tạo lợi thế cạnh tranh và nâng cao thương hiệu nhà sản xuất.
Trên thực tế, đối với sản phẩm khăn giấy và giấy vệ sinh được sản xuất trong nước, quy định về công bố hợp chuẩn, hợp quy và phương thức đánh giá sự phù hợp với tiêu chuẩn, quy chuẩn kỹ thuật với sản phẩm trong nước.
Đối với sản phẩm hợp quy giấy, khăn giấy nhập khẩu, phải chứng nhận hợp quy hay kiểm tra chất lượng hàng nhập khẩu theo phương thức 7 quy định tại Thông tư số 28/2012/TT-BKHCN. Giấy chứng nhận hợp quy theo phương thức 7 chỉ có giá trị hiệu lực đối với lô hàng được đánh giá chứng nhận.
Theo tìm hiểu, tình trạng làm giả khăn giấy ướt và bày bán tràn lan trên vỉa hè đang là vấn đề được dư luận rất quan tâm. Các loại khăn giấy kém chất lượng nhưng lại được đóng gói và dán tem của những thương hiệu nổi tiếng. Chúng được bày bán với giá rẻ hơn gấp vài lần, so với các mặt hàng cùng thương hiệu, được bày bán trong các siêu thị lớn.
Đối với khăn giấy ướt chính hãng và đảm bảo chất lượng, thường được sản xuất theo quy trình khép kín và tuyệt đối vô khuẩn. Hầu hết, các loại khăn giấy ướt tốt, đều được xử lý bằng máy móc và đóng gói tự động. Các quy trình sản xuất này đều được kiểm tra gắt gao để đảm bảo an toàn cho người sử dụng.
